allowing the use of bond proceeds under the Kansas rural housing incentive district act for residential vertical development and renovation of certain buildings within economically distressed urban areas; relating to the child day care services assistance tax credit; providing a credit for employer payments to an organization providing access to employees for child day care services and expanding eligible taxpayers;
